July 2026: Reject Expansion of US-Israel Military Integration

BACKGROUND: For years, the United States and Israel have cooperated closely on defense technology. And now, a new provision in the House and Senate drafts of the Fiscal Year 2027 National Defense Authorization Act (NDAA) aims to greatly expand US-Israel military integration.

The provision, the United States-Israel Defense Technology Cooperation Initiative, would create a new position, ‘an executive agent’, inside the Pentagon whose goal would be to expand US-Israel integration in many military areas, including artificial intelligence, autonomous systems, and missile defense. This executive agent's authority would override other Department of Defense (DoD) offices, including those that screen technology transfers. No other country, including our closest allies, has any position like this inside our government.

This initiative would also embed Israeli technology in the US defense supply chain and move Israeli technology out of the annual appropriations process, weakening congressional oversight and making any designations slow and costly to undo. Jewish Voice for Peace, a US-based non-profit organization focused on US-Israeli affairs, warns, "lawmakers are trying to make military cooperation with Israel a core, legally binding aspect of U.S. defense policy."

Opposition to this provision crosses party lines in both the House and Senate. Senator Bernie Sanders, Representative Thomas Massie, and Representative Ro Khanna have all moved to strip this unprecedented provision from the 2027 National Defense Authorization Act.

ACTION: Contact your Representative and both of your Senators. Urge them to do everything they can to strip the United States-Israel Defense Technology Cooperation Initiative, Section 219 in the House and Section 1217 in the Senate, from the FY2027 National Defense Authorization Act (NDAA).
